Anyone should be able to compete. On the same level, given the same characteristics. What should probably happen in this case is certain sports opening a third category, a transgender category. (Not only would be fairer it would also give greater visibility to transawareness.) Also, it's interesting how this debate doesn't take into account transgender men. Transgender men are probably the most underrepresented in most trans issues. It seems like they don't even exist.

Transgender women are just as valid in their femininity as biological women. It is frankly transphobic to say that they cannot function in society in the same way as biological women.
