If you don't believe in a supreme being that plans for and oversees all human actions then every decision is made based on the free will of a human. No this action is a function of life experiences and knowledge gained, so it might be "determined" by that, but ultimately it is still the free will of a human

You will never know since even if you with your own mind think that you make your own decisions, this could be part of the overall 'divine setup' that everything is still planned including you thinking that you have free will
