Civilization is in the eye of the beholder. Just drop a 'civilized' person in the middle of the Amazon jungle and you will see how short they will probably survive.

Savage and Civilized are culturally relative terms. From the perspective of the Anglo-Saxon world, there are most certainly more savage cultures, but this is entirely based on cultural values.
