It has been beneficial to America for hundreds of years and will continue to do so. There has been backlash against immigrants over those hundreds of years too (e.g., against Italians) but public opinion will move on eventually.

From a philosophical perspective, nothing can be "always" anything. If the topic was "Immigration is almost always beneficial to both America and its citizens." (or something of the sort), I would argue for pro.
