Are immigration restrictions inherently discriminatory, and if so does that make them morally wrong?

Yes, they are discriminatory since family unification and skill-based immigration by quota by country are by definition discriminatory. This is not morally wrong as it is just a policy decision the US has made. Other countries have different priorities such as a point system in Canada.
